Why these assumptions
- Filing status (W-4 Step 1c). Single or married filing separately, the W-4's first checkbox and the withholding default when no W-4 is on file.
- Age. Drives age-banded rules where they exist (Singapore CPF rates, Dutch AOW status); everywhere else it changes nothing.
