Rules are data, not code

Every tax band, contribution rate and relief is an effective-dated, versioned record checked against the statutory authority. When statute changes, configuration changes; the engine does not. Adding a country is checked rate data, not a software release.

Nobody can silently change money

Any edit to a statutory rate un-verifies its country, and the engine refuses to price production payroll until a second named person countersigns the change against the source. The person who calculates a run cannot be the one who approves it. Every payslip snapshots the exact rule versions that priced it, so a March payslip recalculated in November reproduces to the cent.

The engine started with Ghana and grew across West and East Africa before Europe and North America, which is why it handles what single-market payroll tools flatten: jours ouvrables leave counting, family-quotient taxation, mobile-money disbursement, whole-franc currencies, and cumulative PAYE, all as configuration on one engine.
